BMW 320d

Guys, im at a loss, if anyone can point me in the right way, it would be great because I am 3 weeks now in, on and off with this mofo BMW that is ruining my sleep :)
The thing is:
The car is a 99' 320d 136hp, Bosch EDC15 ECU.
Engine on the car is now a 320d 150hp, with a Bosch EDC16C31 ECU, that is running with the ecu/ews/key from a different car.
I cannot sync ews with the ews in the car and the ecu (EDC16C31) that is currently on the car, no matter how I try it.
Tried cloning the ECU and EWS of the other car, the one that runs on it, onto a ecu with the same HW numbers, the car cranks but does not start.
I tried reading the ISN from the ECU to the EWS and nothing, cranks no start, no sync ews.
I opened one of the ECU (I have 3 of those, none married to a specific ews), to see if I could read the immo eeprom from the other runing ecu onto a new 24c16 chip I have soldered onto the opened ECU, but the only chips I find are 95160 and b59458, i tried to replace each of those with blank 24c16 chips and reflash the ecu and trying to resync ews, no go too.
I know I could just go to a junkyard and get a ecu/ews/key from another car, but I just cant get this to beat me :)
I've done it lot's with Siemens MS43 ECU, and MSA15.5 too, but this EDC16 is giving me troubles :)
If anyone has any ideas, or can provide any direction, I would be very grateful, even if I have to pay :D
I can send the ECU/EEPROMS/EWS dumps if it helps.
Thank you!

Sorry, I posted the ews map twice.
Here is the ECU one.

ISN in ecu and ISN in EWS didn't match...
Match it, do sync (rolling code) by INPA, and be happy with it.
