I am only starting out and has bought a K-TAG programmer and not sure if it can read and write external EEPROMS,
Sorry for the very basic questions ,I am only starting to look at all of this and would like to have a basic set of tools as starting Point,

Thank you for any input guidance

You are asking such a basic question that no one will answer you!

I do not agree with this as there are many different brands Expensive /cheap and Chinese made ,all of none of them support all EEPROM numbers etc easily to buy a piece of equipment that does not last long or does not work properly the reason for the Basic question as people around here should have an idea which product/s suite the purpose

Secondly I did not insult the forum or anybody on the Forum and exactly your answer help nobody nor answer the basic question as you put it but you are one the accuse me of insulting the forum
so my comment was/is valid

cheers keep our secrets to yourself

And all been answered 1000's of times before, lazy questions fall on def ears.
Use the search and you will see noob questions asking which programmer etc..
and always the same answer, "what chip do you want to read?" eeprom? flash? OBD? BDM?
Subject too vast for one answer... try reading before posting...
I have over 50 programmers for different purposes, do you expect us to list them all?
