Can I use a ross tech interface to read ecu data or will i need to purchace a mpps type cable?

ross tech "VCDS" is only diag .

It depends. For ME7.5 ecu (VAG 1.8T) it works with VCDS too, working in dumb mode with nefmoto flasher.
