limited injection to 39,9mg/str on dacia 1.5dci

hi,

I have a problem to find a root cause of limited injection on dacia 1.5dci delphi dcm1.2.
The problem is its not injecting more than 39mg/str . Can you help me find the root cause?
The limiters on torque, smoke map and limiters i found are set to even more and of course driver wish map (50mg/str) .
