Is this a safe tuning with - no or minimal smoke and fuel consumption increase?

Bad file dude. You increased pressure too too much, your turbo is in troubles. Also you didnt change torque map, driver wish map..there are a lot of maps that can be changed, you dont have 140 hp here.
