f30 ed 163 to 184 map differences

Internals are identical but supposedly there are mapping differences which cause the car to consume much less, anybody know what maps have been touched as i've taken a look at the usual N75, SOI, Rail pressure and both 163 and 184 are identical.

N75 is VW/AUDI not generic valve to control turbo of all car.
rail mod its necessary only if with diagnosis you see that pressure between request and real drop over 3-4%, if all of engine is good till 20%-25% power extra not needed.
for stg1 need only to set new torque request, torque limit and also the torque monitoring is needed, set turbo reques and limit, accurate driver wish, afr and also without touch any other strategy the car work good...with stg1 from 163 hp to 200 hp is very simple

I know how a stage 1 works and that's not what i'm asking, the N47 ED is 163bhp and regular N47 is 184bhp all the internals are the same but 163 consumes easily 1-2l per 100km less in all scenarios, everyone says the 163 is only a mapping difference and that is why it consumes less but to me the maps/bins look exactly the same expect one drivers wish were the 163 has a higher request.
