Can EGR be turned off and map out P1401 in Honda

Can EGR be turned off and code P1404 be mapped out on a 2009 Honda Accord 2.2 I-DTEC Is it possible? I've had it mapped and EGR turned off apparently, but insufficient flow code remains as before. Is there an easy way to have this mapped out as I'm unable to Most the car as it is due to MIL lamp being on. The EGr is blanked off hence why I need the EGr mapped out.
