Bizarre ME7.5 Hexdump

What would cause an ME7.5 hexdump to look like this? A bit more info: i'm not entirely sure what the origin of this PCB is but I had it laying around so I figured I'd mess with it. Initially I was unable to connect to it on bench in any sort of OBD mode like I normally would be able to. Switched over to bootmode reading and was able to successfully read both the 95040 using command line tool and flash .bin using MPPS V13 w/ generic ME7.X bootmode protocol. 95040 read suggests the PCB was in a 2004 B6 A4 1.8t but when I try to open up the flash .bin in Winols: 1) when trying to open a new project with this .bin I immediately get an error saying something like there was a k-line error during the read and 2) examining the hexdump I get the following (see pics). Most of the hexdump consists of these 4 pages of values repeated over and over in fur sections i.e. first pic values repeat until the new values in second pic etc;. Anybody able to clue me in on what's going on here? I've never come across anything like this just trying to determine whether this PCB is even usable anymore or if I need to desolder flash and put new chip.
