Problem EGR with 2005 Passat 3BG EDC15P

Evening all, first post here for help, I'm not looking for someone to do me a file, just a little point in the right direction.
I've taken a MPPS dump of the ECU, used EDCSuite to take the EGR map to 850 accross the board and reloaded the file to the car. An hour of driving later and the Emmisions Workshop light is back on. I've used an allard EGR Delete pipe, blocked up the vacuum line to the actuator.

I've read that the 05 Passat went Euro 4, that setting the egr map to 850 isnt enough. That the ECU can tell there is a problem because of quantities of air at the MAF. But I Don't know which map that relates to. I'd guess I need to boost expected airflow to match the new true airflow as the egr is removed the engine will take more from the atmosphere, for the portions of the map that the EGR operation is expected...

VCDS error code is P3130 -35-10 EGR System - Regulation Range Exceeded - Intermittent.

Engine is a 130 1.9PD AWX engine.

There are 2 maps related with EGR. You need set it both to max value

Is this the Table 2 -manual and table 5 issue?
I was really wondering how and when the two tables are used. Is it just guess work to know which table is used, or do they serve a true purpose?
