206 2.0 HDi 90 Rail pressure issue

Hi,
I have some problem time to time.
Its dependant on fuel quality.
When I go 120-140 km/h on 5th gear and take off foot from throttle, then car goes to limp mode P0230.
The fuel pressure need to go down from 1350 bar to ca. 400 bar with closed injectors.
What is the best solution for this?
Change Rail Pressure on 0mm3 simillar to WOT(75mm3) pressure?
Or remove DTC from ECU?

Fuel filter, low pressure pump, rail regulator, rail sensor.. Many things can make this trouble. Start from cheapest way
